Elder is the system of record for consequential decisions made by people and AI agents. It preserves what justified an action—and connects it to what happened next.
The problem
AI authority compounds one reasonable decision at a time.
No single step is wrong. Institutions simply have no memory of what justified each expansion.
Each rung was justified by the one below it. None of those justifications was written down.
Why now
Models moved from recommendation to action. Governance did not.
Oversight is still organized around systems, policies, and logs — artifacts that describe what a system is, not what any particular decision was for.
A log tells you an action executed. It cannot tell you what authority that action was taken under, or whether the reasoning that granted it still holds.
The EU AI Act requires high-risk AI systems to be designed for effective human oversight (Article 14) and to log events for traceability (Article 12). NIST’s voluntary AI Risk Management Framework calls for documented roles and responsibilities for human oversight (GOVERN 3.2).
The missing control is a prospective record of each consequential decision — and the authority behind it.
